When a young Julian Pan took apart his first gadget, he wasn’t just trying to fix it—he was trying to understand how it works. That curiosity would later shape his life’s work, driving him to the crossroads of technology, innovation, and human impact. Some inherit wealth; others inherit wisdom. But for Julian, what he inherited was a mission—a half-finished vision of innovation started by his late father decades ago. Today, as Chairman and CEO of SEMICAPS, he doesn’t simply run a company—he continues a legacy, reimagining what’s possible in an industry that never stops evolving.
From Healthcare Innovation to High-Tech Leadership
At the University of Michigan, Julian discovered how research and technology could transform healthcare systems. Guided by Professor Mark Van Oyen and Jonathan Helm, he co-founded Lean Care Solutions Corporation, a venture that applied research-based cutting-edge analytics and operations research methods to improve hospital operational efficiency and patient outcomes. The company secured venture capital funding and multiple research grants—an early validation of his ability to turn research and vision into viable enterprise. This venture, together with colleagues in academia, also earned him the highest accolade in Healthcare Operation Research – Pierskalla Award for Best Paper in Healthcare Management Science in 2018. Other awards included the POMS CHOM Best Paper Competition (2nd place) in 2019, the INFORMS Innovative Applications in Analytics Award (IAAA) (2nd Place) in 2020, and the INFOMRS Responsible Research Award (Winner) in 2021, signaling the start of a career defined by intellect and impact.
But the real turning point came when tragedy struck. His father, Professor Jacob Phang, founder and ex-CEO of NUS Enterprise, NUS Overseas College, Professor of Electrical and Computer Engineering and founder of SEMICAPS, passed away in 2013. SEMICAPS—Singapore’s first NUS spin-off company—had been a pioneer in commercializing research long before “technopreneurship” became a national theme. When Julian took over in 2021, the company had loyal engineers, strong technology, but needed renewed direction. “It wasn’t an easy decision,” he reflects. “But SEMICAPS had incredibly loyal staff who believed in the mission. I felt a responsibility—to them, to my family, and to myself—to finish what my father started.”
Leadership with Purpose: Building on Legacy
Julian’s leadership philosophy is rooted in servant leadership, a value he learned at Culver Military Academy in Culver, Indiana, a college prep high school he attended. “Leadership isn’t about authority,” he says. “It’s about service—listening, learning, and leading by example.” That mindset helped him navigate the early uncertainty of rebuilding SEMICAPS while earning the trust of long-serving key staff who had known him since childhood. By combining humility with hands-on involvement, he turned a legacy company into a modern innovation powerhouse.
Julian credits much of his resilience to mentors who encouraged him to take bold, purposeful risks. Over time, he learned that success in entrepreneurship lies not just in ideas, but in building teams aligned in values and trust. Collaboration, too, has long been part of SEMICAPS’ DNA—its early joint work with AMD in 1999 set the tone for decades of partnerships with industry leaders and academic institutions worldwide.
Under his guidance, SEMICAPS continues to be a global leader in semiconductor fault localization and laser scanning optical microscopes, trusted by over half of the top 10 semiconductor companies, such as AMD, ARM, Intel, Global Foundries, Qualcomm, NXP and TSMC, to name a few. The company’s excellence in research and commercialization earned the first President’s Technology Award (2009)—Singapore’s highest honor in science and technology. Today, SEMICAPS’ tools are used on the most advanced semiconductor nodes, from 3nm and beyond.
Driving the Future of Semiconductors
Innovation remains at the heart of SEMICAPS’ DNA. The company’s R&D efforts have produced multiple patents and trade secrets that underpin its world-leading tools. Julian’s focus on collaboration continues through partnerships with major design houses, foundries, universities, and research institutes. A new joint venture with Unicomp Technology in China, launching in 2026, will strengthen SEMICAPS’ position in fault localization and testing—pushing boundaries while keeping innovation close to its academic and practical roots.
Beyond SEMICAPS, Inscope Labs, part of the SEMICAPS Group, extends this innovation ecosystem. Established in 2000, it provides a turnkey one-stop full service analytical and failure analysis laboratory to global clients across sectors from semiconductors to aerospace. Together, SEMICAPS and Inscope Labs embody Julian’s belief that science and entrepreneurship thrive best when they coexist.
Guiding the Next Generation of Entrepreneurs
Julian’s role as an Associate Professor (Adjunct) at the National University of Singapore (NUS) Business School and a faculty member at Duke-NUS Medical School reflects his commitment to education and mentorship. Teaching courses on entrepreneurial management and strategy, he guides students to embrace lean principles and practical innovation. “Entrepreneurship isn’t about blind risk-taking,” he shares. “It’s about testing, launching, adapting—and above all, integrity. Trust is the real currency in business.” His dedication to education has earned him multiple NUS Teaching Commendations, affirming his dual role as both innovator and educator.
